The "Manji (卍) " mark in the circle is the city emblem of Hirosaki. Regarding from Hirosaki city website, the Manji mark was the crest of Tsugaru family who ruled this area (from feudal days to the beginning of Meiji era) so that this mark was adopted as a city emblem of Hirosaki city in 1900.
